Thanks valja :beerchug: found this plot:

Victor Banev, a US-based Russian writer, goes in search of his daughter in Tashlinsk, an isolated ghost town subject to extreme climate change - the subject of endless debate and UN commissions. Passing through a flaming forest in Poland, Victor arrives at the house of Dr Pilman after seeing his house in a dream. On arrival in Tashlinsk, he passes via passport control and a retinal scan to the flooded city, and a world of scientific, political and military indecision. He traces his daughter to a boarding school for gifted children run by mysterious mutants known as 'mokretsy'. As the conflict between the government and the outcasts takes an all too predictable course, Victor decides to save his daughter with the help of the enigmatic Diana. Directed by Konstantin Lopushansky (Letters from a Dead Man), the film, like Tarkovsky's Stalker, is adapted from a novel by the Strugatsky brothers. While the film's pace recalls that of Tarkovsky (and there are strong philosophical elements), there are also echoes of The Midwich Cuckoos and even Stanley Kubrick. Compelling, involving and stylised, Lopushansky's film will please lovers of science fiction both orthodox and unorthodox.
